I added a few people standing along the route dipping cups into the buckets to represent the gov't employees who have expenses and must get paid.

It's a pretty basic analogy that pretty much shows that a gov't stimulus package is inherently a drain on the economy. It may stimulate some sectors, but overall it ain't good.
