This is Barnett's political feelings coming though. The way the Military went in the 90s was a DOD decision, not the Neocons. They were out of power. So was Clinton as far as the DOD was concerned. They Generals did as they wanted. And they wanted to prepare to fight a major war with China.

I think I will email the above to Barnett.
