Why would it have more? The LEM was designed for a limited time mission. Plus, weight was at a premium. So one tank to cover the planned duration of the mission and a spare in case something happened. Same reason why the CM tanks were not interchangeable. They would have been way over-spec for the mission. And their larger size would have caused all sort of issues.

Now you might say the designers lacked enough imagination to cover the case where the CM was rendered uninhabitable yet the astronauts were left alive. I imagine that was considered a very low probability.
