I don't know why you say they don't use ISDN. Who are "they?"

There are millions of BRIs and PRIs being used in commercial and government applications.

Most branch offices that use Frame Relay have BRI backups. So do branch banking system locations. Drive in windows and auto teller machines use them.

And the number of PRIs that are in use in enterprise PBXs is absolutely huge. Ditto for video conferencing rooms throughout enterprises. I can go on.

You must be referring to residential-only use. In which case you are probably right. Mostly due to the promise of you know what... ADSL.
