I am trying to make him see that ISDN was developed in the early 80's. Operators (they) invested in infrastructure upgraded their switches and never rolled it out. (ADSL also languished without being rolled out until CLECs pushed it post Telecom Act of 1996.)
They marketed it as a voice technology (it is isn't, it is a data technology) and ISDN languished without never succeeding. Later, when the Internet came ISDN made a late start. Too little too late.

CONCLUSION: Operators -mainly prederegulation and privatisation (because I am talking about the whole world not the US only)- invested in a nascent technology and didn't marketed because they would have cannibalised their obscene profits in Leased lines.
And they are not putting ADSL in the backburner because the Covad's of this world forced them.

Now the CLECs who forced them (telcos) to act, are being slowly killed and most probably will not exist in a year's time. Telcos do not lose their monopolistic ways easily. They stick to it to the very end!
