In this context, "couldn't" and "can't" are apples and oranges.

While we couldn't test Einstein's theory of relativity, it was clearly a testable theory. All you had to do was to go very fast and have sensitive enough measurement equipment. As technology progressed, this became feasible and we have tested the theory many times and proved it.

On the other hand, your spoon is conscious or the whole universe is conscious are not things that you can test. Or at least I cannot think of a test for them. But if the authors can come up with it, then that would go a long way towards making their hypothesis respectable.

What rubbed me the wrong way in that article was the claim that many respectable scientists are giving weight to such thought - that is hogwash. No respectable scientist will give credence to a theory that could never be proven one way or another. That is the realm of religion, not science.
