You're correct, the "red tape" adds plenty but it really is a huge engineering project. Since the political climate is sure to swing in any 10 year span, that makes it a huge reengineering and reengineering project.

I watched completed structures torn out and replaced before ever being used to comply with changing standards.

I'm not sure why any utility would want to undertake a new nuke plant with this type of uncertainty.

On the other hand, my USU is looking pretty good these days -g
