When there are several police officers "firing" at a suspected shooter there is a much greater chance of innocent bystanders being shot so I don't see how you can say that several armed citizens all shooting at somebody they "think" is a threat without any real coordination or communication will not be quite a bit more dangerous.

I'm saying
1 - Such a situation is unlikely.
2 - It isn't made more likely if you can see the guns rather than having them concealed. Again the guns are already out there.
