That is a common and widely spread interpretation of Hadith, and considered a fatwa for Muslims to follow. It's dumb and there are lots of dumb stuff the religious authorities try to pass down. Personally I think it is a stupid and illogical conclusion, drawn by corrupt authorities of Islam for the following reasons that I think are simply logical.

1) There would only have ever been one member of Islam if that were the universal rule religious authorities try to claim it is.

2) The term Ah-Salam-o-Alaikum means simply 'May God give you Peace'. The phrase is in Arabic so the dumb bigoted Arabs get all egotistical about owning it. There is no logical reason not to hope God gives others peace and to say so.

3) The statements from Mohammad were issued at a time when Muslims were being persecuted and applied only under that circumstance because it would provoke others to attack them. I'm pretty sure you'd feel provoked if every Muslim who passes you in the store said that to you. You make a good example for the circumstance. But outside that circumstance there should be no such interpretation as can be seen by his suggestion that if they (Jews and Christians) great you in peace respond by wishing them peace also.

I have no problem recognizing the corruption in religious authority. It is easy to do. When the dictates of authorities contradict principles of faith, they are obvious corruptions. I have no problem hoping that any and all can find peace with God. I have no problem telling them saying so, even to those who are obviously trying to take a pound of my flesh, because I know that if they/you had peace with God, your animus toward me would be gone.
