He does have a clear plan but because it would actually be unpopular he wont admit it is to destroy the capitalistic system and replace it with a communist one.
He and his advisers all talk about redistribution of wealth. As anyone knows it usually just leads to a redistribution of poverty. Thus the road to serfdom. The road to hell is paved with good intentions. We may very well be on that road to hell.
