Recall: When 3.1 came out, businesses and gov't IT didn't want to support the upgrade from 3.0 or DOS because the upgrade was time consuming and risky. The upgrade to 3.1 started slow and built slowly in large enterprises because of the support issues. The same exact thing happened with W95.

What MSFT did with W98 is really quite brilliant. The IT guys know that this is an upgrade that doesn't add a bunch of new features to support. It doesn't require retraining of the users. It results in more stable environment. So they are encouraging the install of W98 cause it actually, for the first time, makes their jobs easier and reduces support costs for the enterprise.
