A smart ass that's just trying to show off. It's a lot easier to just say "cheap", or in some instances "a cheap bastard".

At the risk of sounding like that smart ass, "niggardly" has a very specific meaning and it's not "cheapskate." I know of no sxact synonym for it. I agree that it's not a word with a lot of utility. That's because it's so specific. I don't think I've heard or said it a half dozen times total in my life. But when you want to communicate that specific meaning, you can't beat that word.

The DC official who got in trouble for it was talking about how the CD comptroller dispensed funds. Another perfect use for it is to describe how pain meds are all too often dispensed. Since it has so few uses, it's an easy word to avoid, intentionally or unintentionally. But when it's the right word, it's the right word.
