Hopefully this explanation given to me by my son will explain to we laymen what the announcement means:

In a nutshell, they are allowing their current services to be performed over
IP networks. IP networks are the networks that the Internet runs over.
This means two things: 1) just 'bout every company has such a network up and
running already, enterprise wide. That means easy access to a company's
data, and lower costs for them to employ such solutions since, as the press
relates suggests, current solutions involve employing costly dedicated lines
(such as telephone and higher capacity lines). 2) The Internet which,
besides meaning an enterprise now has access to its distributed data as
well, also has implications for new sorts of approaches to data handling.

If this wasn't available before, then yes, its a major announcement.
