Obviously, then, I am not understanding your words.

The length of the pipeline is a measure of the number of stages.

That means to me that the # of stages dictates the length of the pipeline but I don't think that's the intent of your statement.

The total amount of work required to execute an instruction is the same, regardless of the length of the pipe.

The same work is required whether the pipeline is 12' or 9'...this is where I get lost. If you are drilling a hole and one is 9" and the other is 9 1/8"; even though the second is only slightly deeper, it takes more effort to drill even if the effort is infinitesimal. And yet you are saying it takes an equal amt of effort to build a pipeline whether its 12' or 9'. It would seem that building a pipeline in a chip would be more demanding and exacting work than drilling a hole....and that a longer pipeline, therefore, would take a lot more effort to complete.
