I think he is overreacting to the Mallaby piece. When I posted it yesterday, I did not think of it as an argument against privatization but an explanation of the reluctance people have about leaving their comfort zones.

There is no question that people prefer plain vanilla when plain vanilla is handed to them and chocolate mocha requires effort and decision making. I spent enough time in a bureaucracy to know that. And his example of the reaction of the Russians to the collapse of the Soviet Union is a perfect one. There was quite a lot of discussion of that reaction at the time.

The folks pushing privatization would do well to recognize this feature of human nature and find a way to deal with it rather than ridiculing the messenger.
