I believe the official refrain on WMDs or collusion by Saddam with Al Qaeda is "absence of evidence is not evidence of absence". In this case, bin Laden was Mujahideen and Mujahideen were funded by the CIA. But there is no absence of evidence unfortunately, though some of it has gone missing of late (bin Laden himself).

If your company is paid by me to do XYZ and the company has you do XYZ, then quit simply I have had you do XYZ. This is why contract murder STILL gets you a 1st degree murder sentence even though YOU don't pull the trigger.

You may not want to believe that he was working for OUR guy, but he was. IMO that puts him on our payroll and makes the WTC extra regrettable. I can definitely see why Bush wasn't that concerned about finding him. If he's found and put on trial then all this embarrassing stuff would come out and be undeniable. Clearly this asset can't come it.
