That paragraph has it backwards. Sloppy journalism.

The Adobe Packager for iPhone will allow developers to take apps they've written in ActionScript 3 for Flash and turn them into native iPhone apps, for delivery through the iTunes App Store. Clearly, developers don't want to miss out on the huge market represented by iPhone and iPod Touch owners, and Adobe is making concessions to them.
