Arafat won't settle - he can't. There's a long interview in today's Haaretz (http://www.haaretzdaily.com) with Shlomo Ben-Ami, Foreign Minister under Barak, about how and why the negotiations failed. Ben-Ami says plainly, they failed because Arafat refused to negotiate. The Palestinians never once put a proposal on the table! They only gave little fragments of concessions. They said no to Israeli proposals, and no to American proposals, and even after the Israelis had moved so far that they were arguing about fractional percentage points of the West Bank, Arafat brought up the "right of return" and wouldn't negotiate terms for it. Even if Israel had totally capitulated and gone back to 1967 lines, the negotiations still would have failed, because Arafat was unable to bring himself to say that there should be an end to the conflict.
