Arlen ... Yep. It's the old "Johnson" story. Bush would rather have a Republican inside pissing out than a Democrat outside pissing in. He has to back the incumbent. Especially when he thinks the challenger would lose.

Yes, He can be off the reservation on a few issues like school choice. As long as he doesn't pull a Jeffords he will vote with the Republicans at least 80% of the time.
