Steve, an important part of the perfect storm is the election cycle. Members of Congress are focused on that, for better or worse. I'm sure they think (hope) that they can unwind whatever disasters Bush can manage to do in the next few months. They also figure that they have no choice--Republicans in the Senate can stop pretty much anything they try that would be serious. No one really has a grip on the magnitude of this crisis, and no one wants to act hastily and do the "wrong" thing. They can blame Bush for any steps that turn out to be wrong right now. I'm not defending it, but it is a weakness of our system. Transition points always mark a point of high vulnerability to mischief.
