In no way what I said.

I'm simply pointing out that we don't have objective criteria by which to measure the results of these programs.

Obamacare is a case in point. Today, many people believe Obamacare is a success because the costs are lower than anticipated. But no one talks about the fact that the cost per covered person is sky-high because so few people are participating.

The cost of the program isn't an objective metric. The cost per insured person is a better one in that it reflects the true cost of the program, but even that fails to get at the real metric, which is cost per unit of improvement. Unfortunately, the net improvement in care is negative, so you can't measure it sensibly.

Every program ought to have agreed upon objective metrics so that we actually know, regardless of what backers say, whether a program is successful, or the extent to which it isn't.

I would think you should understand this simple idea.
