DOS is not a "partial system", it is a fully functioning system all on its own. Therefore, your analogy fails. The correct analogy is if you have a one- quarter built clock. Sorry, but there is no advantage to a partial assemblage of parts, unless that assemblage happens to form a system itself.

You are assuming that the wing is all built to be selected. I am assuming that it takes a very long time, with a number of incremental changes that have to not only survive, but fit together in a systematic, calibrated way. That part is exactly like rolling dice, when what is required is a machine shop with a master machinist following blueprints....
