Which would probably be somewhat further off than "when hell freezes over."

My first choice would be to do just a few key things now. A few things, like making sure the uninsurible had coverage, could make a big difference. Failing that, I'd rather do nothing than do what's being proposed. There are things happening outside the government plan that are encouraging like cheaper drugs and greater availability of clinics. They could take a lot of the edge off. Meanwhile we could start working on the biggest culprit in this which is agricultural policy.
