If only it were that simple. We had too many hospitals in many places, and we had too many beds that were closed because we built service we didn't need.

What we needed was a cost efficient management of the Hospital units themselves with purchasing merged between hospitals in close proximity and management that operated hospitals that serviced specific numbers of people. For instance in a city of 100,000 people 3 hospital administrations is silly. 3 administrators, 7 or 8 deputy administrators, 3 accounting departments, 3 purchasing departments, 3 heads of surgery, 3 heads of emergency..... are you seeing a place where we might have saved a few dollars yet. 3 buildings might be a great idea, it might even be a necessity, but one administration could be just as effective and far cheaper than 3.
