Good question:

First, anyone with an IP and PC with a sound card [not mine--I still have a 486] has access to netradio, no matter where in the world.

Second, increased demand outside the U.S., specifically in parts of Europe where people do not pay flat fees for unlimited time on a telephone line, will be totally dependent on increased time Europeans spend on-line in general. Even here in the U.S., people do not log into their IP just to listen to the radio. People log into their accounts, access netradio to make listening selections, then listen while accessing other sites and doing other things.
