First, the more ethnically diverse a population is, the lower the political support for lavish safety nets (the subject of Robert Putnam's recent anguished paper). We also know to a pretty high degree of certainty that social solidarity plays a big role in keeping down free riding--

This is why I get frustrated when people criticize America based on comparisons with other far more homogeneous and smaller countries. We are unique AND huge.
We have to figure out the system that works HERE based possibly on ideas from other countries, but not modelling after them.

I have read several novels by Swedish authors that talk about the deteriorating systems there as background for their stories.
Just finished the latest Alex. McCall Smith's book. He writes from Scotland, and in it a character can't get a hip replacement for 6 months. He mentions the delays in the system unless you have money to pay for immediate care. I know Syb had a great experience with the Scottish system with a sick child, but it apparently has its problems also.

And the stories of people on the dole in England are very disturbing.
