I have not heard that theory but to be honest it makes the most sense of any of them. I've felt all along it's an embarrassment problem more then an eligibility problem. I do find it simply amazing that when you file to run you don't have to prove your eligible. I mean shit you don't join the military without producing a birth certificate whey in the world can you be president without producing one.
