Question of the day: can a democracy work effectively in areas like supporting intelligent foreign policy when the population doesn't have a clue about foreign countries? Sounds like a license for some to manipulate the ignorant masses in any way they want.

I think a better question is "Can a democracy like Canada work effectively in areas like like supporting intelligent foreign policy when the populations are diverse and each group has an interest in providing aid to it's originating country, rather than on basis that provides the greatest benefit to the most people. Sounds like a license for the ignorant masses to manipulate the government in any way they want.
