I believe that the number of authorized shares is a matter for shareholder approval, and splits have to take those ceilings into account.

Thus, Apple can't do a 2 for 1 split without also buying back some shares or getting authorization for a greater number of shares.

They could do some other type of split, such as a 3 to 2 but that seems unlikely.
