JPR:That Segal might be an 'expert' but he is fooling himself to write China off as a 'second rate power'.The point is that China may be a 'second rate power' now but to assume they will remain so for ever is foolhardy at best. Obviously Washington doesn't think so, they have been 'cozying-up' to China ever since Nixon.You don't see the 'Administration' bullying China do you? Sure they do exert 'pressure' tactics now and then with that WTO thing and 'human rights' business, that is about it.
