out of the 30% of people without health insurance a fair number would not pay if reasonably available and they could afford to pay for it. I expect they would put the money to other uses and feel i will not get sick.

I expect working people in countries like canada pay for gov. health insurance. we could capture those working who do not want to pay into health insurance, if everyone was subject to withholding to cover the uninsured. The money collected for uninsured would only go to those who demonstrate inability to pay for health care and any surplus to reduce charges to other medical insurance plans.

Those with health care plans could expect slower increases in costs if hospitals didn't have to increase charges due to non payments. They could continue with plans that provide hmo or ppo choices.

too simple , hospitals would continue to cheat and build up expensive equipment , services, additional personal, labor benefits. g
