Was the incorrect bid/ask on listed securities rather than Nasdaq? I noticed that the Datek quotes showed the last bid/ask printed on the last exchange to publish an update, even if it's not the best bid/ask. I was watching KM yesterday which was steady at 16 1/2 - 16 9/16 on NYSE switch to 7/16 - 5/8 whenever a regional exchange printed a new price or size. Then back to 1/2 - 9/16 when the size changed at NYSE. I don't know if this how they normally show them or not.
