Can they frack without injecting the waste water?

The two aren't necessarily related. They get water from all wells. There was a segment on 60 minutes a couple of weeks ago and shockingly they admitted it wasn't related to fracking. The waste water is injected way deeper than fracking would occur and in OK the rock formations down there apparently are prone to slipping when lubricated with water. This would happen whether or not any fracking was going on.
