The Florida Supreme Court did not change the rules, rather it interpreted a conflict which existed due to faulty legislation. That's what courts do.

And their ruling was an error in timing and judgement also thus forcing a multitude of additional lawsuits which will delay a process that should have been completed long ago.
Finally that error will cost Gore any chance he had of overturning the election . Fortunately that Supreme Court was made up of Democrats so the blame can rest there.
