That would indeed be the right thing to do.

There is nothing we can do to bring back the innocent people we have killed. But we CAN -- and have an obligation to -- pay to restore and rebuild the destruction we have illegally caused. Not only hospitals and embassies, but bridges, factories, roads, homes, etc.
