Everyone is vetted before allowing to cross the border. Drumpf was suggesting that there be a ban on Muslims, and Muslims alone. After the general alarm at his stupidity and bigotry, he then double backed on his words and "clarified" that he meant the ban would be only temporary until they figured things out.
