Based on the news, here's what is significant:

"in a side-by-side test against other field instruments, the Company's products were found to offer the best solution for this inspection program."

...."It is believed this is the first and so far only system to be successfully tested for this application. Again, compliance is required by December 1998, leading to the expectation of significant orders in the second half of the year. "

..." the Company still has the only certified continuous leak detection system for the Florida AST program."

.."the Company and Gilbarco are to work together"... meet the new ORVR regulations,..... According to the current schedule, this process should be completed by November 1998, resulting in the first orders for Sensor-on-a-Chip(R) in commercial quantities.''

These quotes are key in determining the current and long term effect of FOCS in the market place. The most important points to observe are:

1. They've got the ONLY GAME IN TOWN THAT WORKS!
2. It's very presence is being MANDATED BY THE GOVERNMENT!
3. They've captured (and locked-in) the interest of GILBARCO!
4. The Government ISN'T the customer! (No competitive bidding reqmt).
5. FOCS is slowly but surely racking up milestone by milestone in regulatory approvals; sales to both landbased and offshore operations, AND (the kicker):
6. The fact that the APPLICATION of this technology is so doggone BORING that it puts investors asleep..... (storage tanks??? what are those??)....

Makes FOCS one of the biggest sleepers of the decade.

I have absolutely no idea what the upscale potential of this stock is price wise, but with all that I've seen around here, it's got to be a hell of a lot more than eighteen dad-gum pennies!

I'll do some more dd on the technical specs of the device(s) and see what I can come up with.
