This goes back to 93-94 when I did a couple of trips to Tokyo supporting our staff over there. At the time I didn't have a lot of knowledge in this area (was consulting on IP and SNA over IP). One of my counterparts was having a discussion at NTT Hdqts on ATM and B-ISDN plans and I attended.

A couple of things that stuck with me - the claim that ISDN would be universal, B-ISDN would be a reality and that they only had 1 PC for about every 10 engineers in their design and architecture group.

The B-ISDN discussion was very ATM like and it looks like they probably did do the buildout from a core standpoint. However the access layer of ISDN even then seemed temporary.
