OK, I guess I've not seen it applied to civil cases. For example, I don't recall makers of cigarettes, breast implants, and/or Microsoft having to set billions aside as a prerequisite to appealing their suits. Makes me think there's more to the story for the judge to apparently want to make an appeal quite expensive for just a single person.
