One of the things I read, or heard, yesterday, was that the Clinton administration did similar things -- and "Wag the Dog" came out during that administration, in fact, seemed to be a parody of actual events during the administration.

I am too far out of the loop to have any idea what goes on. It seems very strange. I used to work on my college newspaper and college radio station, and we did give ad space and air time for public service type things, but they were always clearly identified as such.
