Why do you think the job is being done late?Do they have a notice saying, "All cases must be decided within 3 days"? Maybe the tenant should have applied sooner. How long do you think the process should take? How long do you think it should take, if you were feeling sorry for the owner? I'll bet he thinks August is too soon.
