I'm drawing a distinction between existing approved drugs and new drugs. If nobody goes through the Canadian approvals process in the first place, then it's hard (perhaps impossible) for a generic to do so on their own.

But the Canadian reaction to shortages of approved drugs is another matter - there they could conceivably permit generics to make up the balance.
