Just spoke to someone I know who specializes in cross-border tax. There's a different answer depending on whether you're an individual, or a tax-exempt entity under the Treaty. If you're an individual, you're out of luck. The withholding tax is a final tax in Canada. It does, however, carry forward for five years, so if within the next five years you're taxable in the U.S., then you can get it back.
