The "rule through fear" tactic was used by the GOP to win in 2004. Because of 9/11, their premise was - vote for them or else you'll die from the terrorists, that's what they led folks to believe in the 2004 election, not to mention other "tactics". Of course, that tactic failed miserably in 2006, which gives me hope.
