Takes time, given Bush's oft-cited veto-threatened obstructionism.

Once Bush is out, change will occur at a faster rate. Although, after Bush, I'm not sure either party should have control of both Congress and the Presidency. I don't think politicians can be trusted with too much power. They are very much like little children...think Lord of the Flies...
