In case you haven't noticed, GPRS is GSM 2100. It sucks. With the rest of the world heading to 3G via 1xEV as a data backbone, European companies are taking a look at GSM2200 rather than GSM2100 - speed provides killer app's.

The reason that casual upgrades cannot be made is that it causes the replacement of all handsets within a market once you start offering GPRS or 1xEV in a GSM network. Cheaper is not better if you are going to have to subsidize handsets that nobody wants. It's pretty obvious that GPRS is not making any material technology benefits in the short term or the long term. 1xEV is a full blown 3G technology.
