Well, I think Al Qaida pulled off the World Trade Center caper. They admitted it at the time, and later we have the video tape of Osama at a party saying he was amazed they killed so many people--he didn't think they would be that successful (or lucky). Al Qaida also has a history of repeating something until they make it work, and they definitely were behind the 1993 bombing there as well.

I think the huge number of deaths was partially due to a Titanic-type mentality of the on-site building managers. Quite a few people who could have escaped were told to stay at their desks. And the Bush administration definitely had Osama on the back burner. So they were very reluctant to have any kind of a commission studying the matter. I still think that doesn't add up to a conspiracy, and I have trouble imagining Bush being involved in something so totally evil. Just my opinion, of course.
