In many respects the seeds were planted well before then in the 1970s. Reagan slammed on the accelerator, and Bush the Better and Clinton played their part. Bush the Lesser applied the coup de gras. It was decades in the making.

But that isn't what Tenchu seems to be claiming. He seems to be claiming it wasn't very severe. Which is a whole class of delusion in and of itself.
