Yeah, actually there is. Even with all of the loopholes which were intended to cripple it, there were some modest improvements. Fixing the loopholes would have been an obvious thing to change.

The real fix is to ban semi-automatics. The Australians proved that works. No need to go as far as the British, though. Where bans also work.
