I like this for starters, especially the portion marked in Bold: You might also wish to take a look here: How to Build a Democratic Iraq Adeed Dawisha and Karen Dawisha From Foreign Affairs, May/June 2003 foreignaffairs.org Interesting catalogue of ideas concerning various governmental forms, but each is under argued and the article as a whole fails to address, at least seriously, how to get from here to there and which might be more likely. Worth a read, however.
